Synergy Consulting has been requested by the EBRD to support in preparing and implementing the first site-specific wind auction for 50-150 MW wind power project(s) (“the tender” or “the auction”). This entails: (i) identifying, selecting and preparing suitable site(s) for wind power project(s); (ii) developing and amending associated regulatory documentation and rules for the auction; and (iii) providing support for implementing the auction up to the project financial closure.
The project includes the following tasks:
- Provide support to the local authorities on selecting sites and sizing projects for three wind power projects that will be subject to auctions

Bangladesh - Energy Efficiency in Grid Based Power Supply Project (EEGBPSP)
The P.R. of Bangladesh received a loan from KfW Development Bank for the "Energy Efficiency in Grid Based Power Supply Project". The objective of this project is to increase the reliability and efficiency of the electricity supply in the Bangladesh through expanding and improving the 230 and 132 kV power transmission systems of PGCB. Technical measures under the project include the following:
- New construction, extension or rehabilitation of 230/132 kV, 2 x 225/300 MVA GIS and AIS substations
- New construction of 132/33 kV GIS and AIS substations
- New construction, renovation or stringing of second circuit of 230 kV and 132 kV transmission lines (single or double-circuit), including OPGW
- Various line in/line out connections to 132 and 230 kV substations

Benin - Regional and Cotonou Electrical Distribution Grid Strengthening
The overall purpose of the project is the reinforcement and rehabilitation of the existing electricity distribution system in and around Cotonou and in the regional cities of Parakou, Natitingou, Djougou, and Porto Novo, including conducting the Environmental and Social Assessments (ESIAs) for this work. Works are divided into three activities and include inter alia the following technical measures:
Regional Grid Strengthening Activity:
- New 161 kV infeed including switchgear and transformer, installation of a new 33 kV substation in Natitingou
- Modification and upgrade from 20 to 33 kV of some 120 km of rural OHL connections near Parakou
- Upgrade of existing 161 kV installations and upgrade of some 140 km of rural OHLs and associated transformers from 20 to 33 kV in the Djougou area

Pakistan - Dasu Transmission Line Project
Pakistan plans to develop hydropower potential, with a focus on exploring the Indus River catchment. Dasu Hydropower Project (DHP) is in its most advanced stages of development, and the National Transmission and Despatch Company (NTDC) needs to provide the infrastructure to evacuate power generated by DHP and other downstream hydropower plants to be installed along the river Indus. For this purpose, the following technical measures will be implemented under the present project:
- construction of one 765 kV double-circuit transmission line of 140 km length from Dasu Hydropower to Mansehra Substation,
- construction of one 765 kV double-circuit transmission line of 110 km length from Mansehra Substation to Islamabad West Substation,
- construction of two new 765/500/220 kV substations at Mansehra and Islamabad West.

UAE - Dubai EXPO 2020 - Design and Construction Supervision Consultancy Services
In 2020, the UAE will host the Expo 2020 in Dubai, which site is located adjacent to Al Makthoum International Airport and between Abu Dhabi International Airport and Dubai International Airport. The site covers a total area of 4.38 km², and will have the capacity to accommodate up to 300,000 visitors per day and a total of 25 million visitors.
The sustainability and renewable energy mix based concepts in this project cover various aspects related to rental and/or temporary access to building roofs for installation of Solar PV panels (BIPV, BAPV) during Expo 2020 Dubai's six-month event period and most flexible concepts for renewable energy systems integrated into other projects. The portfolio of renewable energy assets considered in this project contains solar PV, Waste-to-Energy anaerobic digestion, wind energy, solar hot water, fuel cells, energy storage, solar cooling, and/or other future RE technologies, e.g. transportation concepts for e-mobility to be deployed along with a smart grid infrastructure.

STAGE 1: Master Plan Validation and Review and Feasibility Study:

- Assistance in negotiations with the tenderers and in the award of the Construction Contract(s)
- Advisory services on the appointment of the Contractor and on the responsibilities of the contracting parties and the Engineer
- Obtaining approval of the IFC Documents for issuance to Contractor
STAGE 5a: Construction Supervision: mobilisation, contract administration and site supervision services during 28 months period of construction for the Renewable Energy Works including monitoring and approving of the testing and commissioning of the Project
STAGE 5b: Sustainability Audit Services : Review the projects through design development and construction phases and confirm whether the projects are contributing to the Expo 2020 sustainability KPIs
STAGE 6: Post Practical Completion (Defects Liability Period): Checking the operational conditions and the compliance of the Works with the requirements of the Construction Contract(s), Conducting regular visits to the Project to supervise the completion of the outstanding Works
