The project "Support for Renewable Energies in Libya (SREL)", is supporting a consultancy assignment that will be carried out by intec. SREL is a joint technical support project, implemented by the Prime Minister’s Office of Libya and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The German contribution in SREL is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

GIZ has awarded intec the contract to support the Libyan government in the field of checking the suitability of certain areas, with a view to building PV power plants in the future. The project’s initial stages are well underway; a virtual kick-off meeting was conducted with the Renewable Energy Authority of Libya (referred to as REAOL hereafter) in July 2023. Assessment of the first three areas is ongoing and this contract will encompass training REAOL’s staff.

The year-long violent conflict in Libya has led to a partial breakdown of public services, and supply with reliable electricity, clean water or healthcare services is unreliable and insufficient.

Due to this unreliable power supply situation, there is currently a window of opportunity to shift to renewables rather than continued dependency on fossil fuel resources. One of the aims of the ongoing project is the institutional strengthening of REAOL itself. Amongst the foci for this project, one core aspect will be bolstering the technical skills REAOL’s staff, in particular, with the analyses of an earmarked location’s potential to establish PV power plants, as well as assessing the feasibility of future projects. intec will place great emphasis on ensuring that REAOL’s staff are given a methodical training programme that builds on their workforce’s strengths, and identifying essential areas for improvement from the outset.

In the scope of this assignment, intec’s team consists of international and regional specialists with various expertise in the topics of technical, regulatory and private sector engagement. Aside from their technical expertise, intec’s team will have the requisite people and teaching skills that are crucial to the success of this project.

The assignment’s duration will be around 12 months.

The expected scope of work in the assignment includes the following:

• Review of relevant studies and reports related to the selected sites;
• Site planning/delineation including topographical analysis, site design, high-level feasibility analyses and drafting terms for geotechnical analysis;
• Site surveys, including supervision of the geotechnical analysis;
• Site design verification based on the topographical/geotechnical analysis; and, 
• Cross-cutting training including on-job training as well as train-the-trainers concepts.
